The Board of Fremont County Commissioners met in Special Session at 9:00 a.m. with the following members present:  Chairman Travis Becker, Vice-Chairman Larry Allen, Ray Price, Jennifer McCarty and Clarence Thomas.  County Clerk and Clerk of the Board Julie A. Freese was present and Treasurer Scott Harnsberger and Deputy Assessor Angie Wilson were present in the audience.

 

County Assessor Tara Berg provided an update on the process required for Special District Budget Requirements.  She and County Clerk Julie Freese held a training earlier in the year and Freese developed a checklist for the Districts to aid in that process.  Freese noted there will be a training at the upcoming Wyoming Association of County Officers to the Commissioners and Assessors Associations regarding law changes as related to Commissioners’ and Assessors’ responsibilities.  She stated the training was well attended; however, recommended a mandatory training for those Districts not represented this year.  She reminded the Commissioners they had agreed that, beginning next year, the Commissioners will request each Special District Board to present their Proposed Budget which is due June 1st.   Final Budgets are then due July 20th.  Chairman Becker suggested these budget hearings occur in May so that communication can take place regarding the District budget requirements and filing deadlines.  These hearings will further provide an opportunity to review budget reserves.

 

Assessor Berg stated that Jeffrey City Fire District has, of August 2, 2017, only filed a Proposed Budget, and did not request any funding for 2017-2018. Another concern is the required budget hearing is not scheduled until August 10th, after the Mill Levies have been.  Statutorily the budget hearing must be held no later than the third Thursday in July.  Treasurer Harnsberger recommended the Commissioners approve a Mill Levy for the Jeffrey City Fire District as the State of Wyoming Department of Audit will notify his Office that the District is not in compliance and ask that the Treasurer hold the money and not distribute until statutory requirements are met.  Berg cautioned the Board that the most the District can apply for is 3 Mills ($31,982), and that should not be automatic but based on their budget and what is needed for the District to operate.

 

Assessor Berg proceeded to present the FY 2017-2018 Mill Levies.

 

Larry Allen moved, Ray Price seconded, that the following is hereby certified as a full, true and complete copy of the tax levies made by the Board of County Commissioners of Fremont County, Wyoming at their Special Meeting held on the 7th day of August, 2017.  Motion carried unanimously.
