The Board of Fremont County Commissioners met in Regular Session at 9:00 a.m. with the following members present: Chairman Travis Becker, Ray Price and Jennifer McCarty. Vice-Chairman Larry Allen and Commissioner Clarence Thomas were absent for personal reasons. Fremont County Clerk Julie A. Freese was present for the meeting.
Ray Price moved, Jennifer McCarty seconded, to approve the Agenda as amended. Motion carried unanimously.
Jennifer McCarty moved, Ray Price seconded, to approve the Minutes of the Regular Meeting held on October 3, 2017, as amended. Motion carried unanimously.
Jennifer McCarty moved, Ray Price seconded, to approve a Memorandum of Understanding between City of Riverton, City of Lander and Fremont County for contribution of funds for the 2017-2018 fiscal year to meet the minimum revenue guarantee assuring commercial air service to Fremont County. Motion carried unanimously.
Ray Price moved, Jennifer McCarty seconded, to accept the regular bills for payment. Motion carried unanimously.

County Clerk Julie Freese informed the Commissioners that a voucher paid the previous week to then part-time public defender Desiree Wilson for office rent of $450 will be returned. Ms. Wilson has taken a full-time position with the Office and not eligible for the reimbursement for office rent from Fremont County any longer.
The following items in the Signature File were reviewed: 1) Sympathy card for Trinidad Herrera. Chairman Becker noted that Mr. Herrera was instrumental in getting the Veteran’s War Memorial established in the Courtyard; and 2) Record of proceedings. Jennifer McCarty moved, Ray Price seconded, to approve a Fremont County Fuel System Agreement with Wind River Transportation Authority to use the County’s automatic fueling locations to purchase fuel. Motion carried unanimously. Jennifer McCarty moved, Ray Price seconded, to approve an Office of Homeland Security Grant Award in the amount of $70,178.00 for the Emergency Management Preparedness Grant Program for Federal Fiscal Year 2017. Motion carried unanimously. Jennifer McCarty moved, Ray Price seconded, to approve an Agreement with Encana regarding disposal of well pad base material. Motion carried unanimously. Jennifer McCarty moved, Ray Price seconded, to approve a Fuel Supply Contract between Fremont County Government and Bailey Enterprises, Inc. for Fiscal Year 2017-2018. Motion carried unanimously.
DOWL Project Manager Kasey Jones joined Transportation Superintendent Dave Pendleton to present a Mortimore Lane Reconstruction – Phase I Change Order No. 2 for an additional $5,837.19. Ray Price moved, Jennifer McCarty seconded, to approve Change Order No. 2 as presented. Motion carried unanimously. In a related matter, Jones presented a Certificate of Substantial Completion for the project. Jennifer McCarty moved, Ray Price seconded, to approve the Certificate of Substantial Completion for the Mortimore Lane Reconstruction – Phase I project. Motion carried unanimously.
HDR Engineering, Inc. Project Manager Kyle Lehto updated the Commissioners on a bid opening held on October 4, 2017 for Multiple Bridge Repairs – Project SA-2, specifically Atlantic City bridge rehabilitation. Two bids were received as follows:

Ray Price moved, Jennifer McCarty seconded, to approve a Notice of Award to Reiman Corp. for Multiple Bridge Repairs-Project SA-2. Motion carried unanimously.
County Coroner Mark Stratmoen presented a 2017 Third Quarter Summary.
Coroner Stratmoen updated the Board on the status of a vacant Deputy position.
IT Supervisor Kevin Shultz joined Mark Stratmoen to discuss computer issues within the Coroner’s Department. Shultz had provided information on two options: Full Installation/High Redundancy Plan ($4,639.00) versus a “Partial Replacement/Low Redundancy Plan ($1,295.00). The Full installation amount does not qualify for the Capital Revolving Fund threshold of $10,000 so will have to be funded within the current Department budget. Jennifer McCarty moved, Ray Price seconded, to approve the Full Installation/Hi Redundancy Plan costing $4,639.00. Motion carried unanimously.
Congressman Liz Cheney’s Field Representative Lindy Linn introduced herself and stated she was attending the meeting to stay current on County events.
Fremont County Library Director Janette McMahon reported on the Library System as they are four months into the budget year.
The Commissioners further reviewed the September 28, 2017 Office of the Wyoming State Public Defender’s recommendation to appoint Desiree Wilson as a full-time contract Assistant Public Defender Appellant Division throughout the State of Wyoming. The Board determined no action needed to be taken.
Commissioner meeting reports were given:
Guardian EMS Program Director Matt Strauss and Regional Medical Department Chief William Hetzel stated they have now merged with Air Medical Group Holdings, Inc. for air ambulance and several weeks ago purchased Life Guard, the largest ground ambulance service in the nation.
BLM Acting Field Manager Kyle Cowan, Assistant Field Manager Ben Kniola and Planner Kristin Yannone were present to discuss the status of the Moneta Divide Natural Gas and Oil Development Project.
County Clerk Julie Freese reviewed updated Offline Board Financial Policies, which incorporated changes discussed during a previous meeting. Included were: Offline Board Budget Preparation and Presentation, Operational Cash Reserves, Offline Capital Projects, and Unanticipated Revenue for Offline Boards. Ray Price moved, Jennifer McCarty seconded, to approve the revised Offline Board Financial Policies. Motion carried unanimously. Other County policies discussed were discussed.
Ray Price moved, Jennifer McCarty seconded, to adjourn into Executive Session with County Clerk Julie Freese and Deputy County Civil Attorney Jodi Darrough regarding personnel. Motion carried unanimously. Ray Price moved, Jennifer McCarty seconded, to return to Regular Session. Motion carried unanimously.
There being no further business, Ray Price moved, Jennifer McCarty seconded, to adjourn the meeting at 11:40 a.m. and reconvene for a Regular Meeting on October 24, 2017 at 9:00 a.m. Motion carried unanimously.
