The Board of Fremont County Commissioners met in Regular Session at 9:00 a.m. with the following members present:  Chairman Travis Becker, Jennifer McCarty and Clarence Thomas.  Vice-Chairman Larry Allen arrived later in the meeting and Commissioner Ray Price was absent due to illness.  Fremont County Clerk Julie A. Freese was present for the meeting.


Jennifer McCarty moved, Clarence Thomas seconded, to approve the Agenda as amended.  Motion carried unanimously.


Jennifer McCarty moved, Clarence Thomas seconded, to approve the Minutes of the Regular Meeting held November 7, 2017.  Motion carried unanimously.


Jennifer McCarty moved, Clarence Thomas seconded, to accept the regular bills for payment, with the exception of a Bank of the West credit card payment of $99.19.  Chairman Becker abstained from voting on The Print Shop voucher.  Motion carried.

Jennifer McCarty moved, Clarence Thomas seconded, to accept a voucher from Cloud Peak Counseling Center in the amount of $1,625 for a Title 25 patient.  Motion carried unanimously.


The following items in the Signature File were reviewed:  1) Fremont County Elected Official invitation to employees regarding Christmas events; and 2) Record of Proceedings.  Clarence Thomas moved, Jennifer McCarty seconded, to accept a Fremont County Bank of the West Credit Card Application for Anthony Simmers with a credit limit of $2,500.  Motion carried unanimously.  Clarence Thomas, Jennifer McCarty seconded, to approve a letter of support to the Wind River Heritage Center to enable them to apply for grant opportunities for the Museum.  Motion carried unanimously.  Clarence Thomas moved, Jennifer McCarty seconded, to approve a Local Government Liability Pool Official Ballot for a County Commissioner position and a Special District position.  Motion carried unanimously.


Items in the Priority Mail were reviewed.  A Fremont County Government Accident Report for a 2010 Chevy Tahoe, utilized as a County pool vehicle, was discussed.  Said vehicle received extensive damage when it hit a deer.  Three bids were submitted for review:  Northside Body Shop – $8,518.90; Rodney’s Collision Center – $9,905.40; and Fremont Auto Collision – $10,174.76.  Jennifer McCarty moved, Clarence Thomas seconded, to accept the low bid submitted by Northside Body Shop in the amount of $8,518.90 and to charge Fremont County Fair the $5,000 deductible.  Motion carried unanimously.  The accident will be turned over to Wyoming Association of Risk Management (WARM) who is the County’s property insurance carrier.  Vehicle Maintenance Shop Supervisor Brad Meredith had researched the clean retail value of the unit at $17,025 and trade in value of $13,975 so recommended the vehicle was worth repairing.


The Public Comment period was held with nobody in attendance.


Building Maintenance Supervisor J.R. Oakley informed the Board of a resignation within his department and asked for authorization to begin advertising immediately.  He distributed a Job Description for review for the Building Custodial/Maintenance Worker position.  Jennifer McCarty moved, Clarence Thomas seconded, to approve replacing the position.  Motion carried unanimously.


Commissioner meeting reports were given.


Sheriff Skip Hornecker presented a monthly report.


Commissioner Larry Allen arrived to the meeting at this time.


County Coroner Mark Stratmoen gave a monthly report.


Fremont Counseling Service Executive Director Scott Hayes and Deputy County Attorney Jodi Darrough discussed the status of the Title 25 vehicle that is ready for service, which is a retrofitted Sheriff’s Office vehicle.   Further discussion was postponed until the December 5th meeting.


Discussion on a pending Petition to Vacate a Portion of County Highway known as Little Warm Spring(s) Creek Road was held.   Chairman Becker stated the Board would schedule time on the December 19th agenda to make a final decision on whether or not to accept the Petition to Vacate.


Commissioner Thomas was absent from the remainder of the meeting.


Jennifer McCarty moved, Larry Allen seconded, to adjourn into Executive Session with Kevin Shultz for personnel.  Motion carried unanimously.  Following that session, the Board remained in Executive Session with Melinda Cox for personnel.  Jennifer McCarty moved, Larry Allen seconded, to return to Regular Session.  Motion carried unanimously.


The meeting schedule for 2018 was reviewed.  Jennifer McCarty moved, Larry Allen seconded, to approve the 2018 County Commissioner Meeting Schedule.  Motion carried unanimously.


County Clerk Julie Freese stated she is working on setting a date with legislators for the annual dinner meeting with the Commissioners prior to the legislative session.


County Clerk Julie Freese was joined by IT Supervisor Kevin Shultz who reviewed the Fremont County Government Technology Use Policy draft.  Several remaining General County Policies were reviewed.  Jennifer McCarty moved, Larry Allen seconded, to approve the General County Policies as amended.  Motion carried unanimously.


Vice-Chairman Larry Allen, and liaison to the Vehicle Maintenance Department, reviewed three new job classifications for Mechanics:  Shop Foreman, Lead Mechanic and Mechanic.  Currently all employees have the Mechanic title; however, have various levels of responsibilities.  He further reviewed a salary range associated with each description.  Larry Allen moved, Jennifer McCarty seconded, to approve the three Job Descriptions as presented for the Vehicle Maintenance Department.  Motion carried unanimously.  The salary ranges were taken under advisement and Commissioner Allen will draft a letter to Department Heads and Elected Officials to see if similar classification changes are necessary within their areas.  The salary issue is on the agenda when the Elected Officials meet on January 30th.


County Clerk Julie Freese stated she is continuing work to research on how to replace aging election equipment.


Deputy County Attorney Jodi Darrough stated one of the Ambulance received extensive damage after hitting a deer.


In another matter, Jodi Darrough informed the Board that five BIA letters have recently been received regarding applications to take land into trust for the benefit of the Northern Arapaho Tribe.  The Commissioners requested she draft a letter contesting all the applications.


Chairman Becker stated the Major Property Agricultural Lease Agreement expires in April of 2018 and the Board approved starting the rebidding process in January of 2018.


There being no further business, Larry Allen moved, Jennifer McCarty seconded, to adjourn the meeting at 3:45 p.m. and reconvene for a Regular Meeting on November 21, 2017 at 9:00 a.m.   Motion carried unanimously.
