The Board of Fremont County Commissioners met in Regular Session at 9:00 a.m. with the following members present:  Chairman Travis Becker, Jennifer McCarty and Clarence Thomas.  Vice-Chairman Larry Allen arrived later in the meeting and Commissioner Ray Price was absent for personal reasons.  Fremont County Clerk Julie A. Freese was present for the meeting.


Jennifer McCarty moved, Clarence Thomas seconded, to approve the Agenda as amended.  Motion carried unanimously.


Jennifer McCarty moved, Clarence Thomas seconded, to approve the Minutes of the Regular Meeting held December 5, 2017.  Motion carried unanimously.


Clarence Thomas moved, Jennifer McCarty seconded, to accept the regular bills for payment.  Motion carried unanimously.

Clarence Thomas moved, Jennifer McCarty seconded, to accept a voucher from Fremont Counseling Service in the amount of $3,335.00 for Title 25 patients.  Motion carried unanimously.


The following items in the Signature File were reviewed:  1) Sympathy Card; and 2) Record of Proceedings.


The following action item was reviewed in the Priority Mail:  1) County Attorney letter to two Special Districts regarding Department of Audit’s notice of noncompliance with reporting requirements and appropriate Public Notice for publication.


The Public Comment period was held.  Mortimore Lane landowner Carol Sanders informed the Board that she had purchased two “No Parking” signs and they had been installed on the fence on the opposite side of her property.  She also purchased a heavy duty mail box and it has not been installed yet.  She has a doctor’s release that the box is to be placed on her side of the road.  She further stated her ongoing concern that the speed limit is too fast (35 miles per hour).  Chairman Becker stated he would discuss her concerns with Transportation Superintendent Dave Pendleton.


Building Maintenance Supervisor J.R. Oakley stated he has interviewed for the vacant Custodial position that the Board had earlier approved refilling.


A Public Hearing was held at 9:20 a.m., as advertised, regarding Unanticipated Revenues and Budget Transfers within Fremont County’s FY 2017-18 budget.  Present was County Clerk Julie Freese and Financial Assistant Joe Felix.  Felix stated that $70,000 had been added to the Budget Transfers following the preliminary hearing the previous week for the 3rd Street Bridge Repair project in Dubois.  He further stated $6,000 of that amount is for paving related to the project.  The Board will get more information on this extra amount from Transportation Superintendent Pendleton at the next meeting as it was not discussed when the bid was awarded the previous meeting.  Jennifer McCarty moved, Clarence Thomas seconded, to approve Resolution No. 2017-21 (FY 2017-18 Budget Amendment No. 2).  Motion carried unanimously.


Commissioner meeting reports were given.


Deputy County Treasurer Jim Anderson was joined by DeCoria, Maichel & Teague partner Michael DeCoria to present the Financial Report for the fiscal year ended June 30, 2017.  A copy of the complete Financial Report will be available on the County’s website at


County Coroner Mark Stratmoen presented a monthly report.


Jason Ochs, Ochs Law Firm, PC, introduced his firm as spearheading the Rocky Mountain region for Opiate abuse litigation.


Vice-Chairman Allen joined the meeting at this time.


Interviews were held for a vacancy on the Fremont County Fair Board with Amanda Slack, Dustin Taylor, Jane Healy and Tawnie DeJong.


Sheriff Skip Hornecker was present, via speakerphone, to inform the Commission of a resignation of a certified officer in the Detention Center.  Larry Allen moved, Jennifer McCarty seconded, to approve refilling the position at the entry level salary.  Motion carried unanimously.


There being no further business, Larry Allen moved, Clarence Thomas seconded, to adjourn the meeting at 3:00 p.m. and reconvene for a Regular Meeting on December 19, 2017 at 9:00 a.m.   Motion carried unanimously.
