The Board of Fremont County Commissioners met in Regular Session at 9:00 a.m. with the following members present:  Chairman Travis Becker, Vice-Chairman Larry Allen, Ray Price, Jennifer McCarty and Clarence Thomas.  Fremont County Deputy Clerk Margy Irvine was present for portions of the meeting.


Jennifer McCarty moved, Clarence Thomas seconded, to approve the Agenda.  Motion carried unanimously.


Clarence Thomas moved, Ray Price seconded, to approve the Minutes of the Regular Meeting held November 14, 2017, as amended.  Motion carried unanimously.


Ray Price moved, Jennifer McCarty seconded, to accept the regular bills for payment.  Motion carried unanimously.

The following items in the Priority Mail were reviewed:  1) Request from the County Treasurer to infuse the Health and Life Insurance line item to cover a current employee requiring health insurance.  Chairman Becker stated they would follow their same procedure to monitor the Treasurer’s bottom line and if an infusion is needed later into the fiscal year, it would be done at that time.  2) Office of the Wyoming State Public Defender notice of their intent to enter into a contract with Bailey B. Lazzari as a part-time Public Defender in the Ninth Judicial District.  Ray Price moved, Jennifer McCarty seconded, to notify the State Office they had no objections.  Motion carried unanimously.


The following items in the Signature File were reviewed:  1) Sympathy card; 2) voucher to Fremont County Assessor for computer from inventory totaling $650.00 (Chairman Becker stated the unbudgeted item for the Assessor should proceed this fiscal year and the County Clerk monitors all budgets and if they can’t handle the additional cost this fiscal year, money will be transferred when needed); 3) Outstanding Performance Award to Stephanie Walker for 2017 Communications Officer of the Year; 4) five reply letters to the Bureau of Indian Affairs regarding their receipt of applications to take land into trust for the use and benefit of the Northern Arapaho Tribe; 5) ALICE training certificates for Riverton employees; and 6) Record of Proceedings.  Jennifer McCarty moved, Larry Allen seconded, to approve an Application/Permit to Install Cattleguard from Will Thompson on Herbst Road.  Motion carried unanimously.  Ray Price moved, Larry Allen seconded, to approve an Application/Permit to Install Access Driveway from Coralee Spratt for Buck Camp Road.  Motion carried unanimously.  Larry Allen moved, Ray Price seconded, to approve a License for New Construction of Utility Crossing or Encroachment from Aethon Energy for Moneta-Lysite Road (County Road 176).  Motion carried unanimously.


There was nobody present for the Public Comment period.


Commissioner meeting reports were given:


Transportation Superintendent Dave Pendleton was joined by DOWL Engineer Kasey Jones who reviewed several final documents relating to the Mortimore Lane Reconstruction Project (Phase I).  Larry Allen moved, Jennifer McCarty seconded, to approve a Compliance Certification with the U.S. Army Corps of Engineers and a Certificate of Final Completion for the project.  Motion carried unanimously.


Dave Pendleton presented a Preliminary Opinion of Probable Project Costs for the 3rd Street Bridge in Dubois.  The first estimate was for Corrugated Metal Deck Replacement ($27,678) and Wood Deck Replacement ($25,233).   Larry Allen moved, Ray Price seconded, to proceed with purchasing the materials for a corrugated deck for the 3rd Street Bridge in Dubois and fund the project with 1% funding.  Motion carried unanimously.  As the Road Construction fund was originally discussed as the funding avenue for the bridge construction, the Board had asked for an update on the Fund, which currently has a fund balance of $1,078,664.  Chairman Becker asked Pendleton to also look at the culvert earlier identified by Mayor Blakeman as in need of repairs, located on the south side of the 3rd Street Bridge.  In closing, a Tribal meeting in Crowheart on November 27th was discussed, and Pendleton will try to attend along with several Commissioners.  Ownership issues on tribal roads will be discussed.


Guardian EMS Program Director Matt Strauss and Regional Medical Department Chief Bill Hetzel gave a monthly update.


Ray Price moved, Clarence Thomas seconded, to adjourn into Executive Session for personnel and possible litigation.  Motion carried unanimously.  Larry Allen moved, Ray Price seconded, to return to Regular Session.  Motion carried unanimously.


Deputy County Attorney Jodi Darrough stated she and County Clerk Julie Freese are working on scheduling training for County Appointed Board members in January.  In the meantime, they will be presenting training to the Fremont County Library Board on December 6th.


There being no further business, Larry Allen moved, Ray Price seconded, to adjourn the meeting at 11:45 a.m. and reconvene for a Regular Meeting on December 5, 2017 at 9:00 a.m.   Motion carried unanimously.
