The Board of Fremont County Commissioners met in Regular Session at 9:00 a.m. with the following members present: Chairman Travis Becker, Vice-Chairman Larry Allen, Ray Price, Jennifer McCarty and Clarence Thomas. Fremont County Clerk Julie A. Freese was present for the meeting.
Larry Allen moved, Clarence Thomas seconded, to approve the Agenda as amended. Motion carried unanimously.
Jennifer McCarty moved, Ray Price seconded, to approve the Minutes of the Special Meeting held on January 26, 2018 and the Regular Meeting held February 6, 2018. Motion carried unanimously.
Jennifer McCarty moved, Ray Price seconded, to accept the regular bills for payment. Motion carried unanimously.

The following items in the Signature File were reviewed: Record of Proceedings. Jennifer McCarty moved, Ray Price seconded, to approve the Official Surety Bond and Oath for Larry Allen. Motion carried unanimously. Ray Price moved, Clarence Thomas seconded, to approve a Wyoming Department of Transportation Permit to Survey for US Highway 287 through Lander from Intersection of US 287 and WY 789 to Tweed Lane. Motion carried unanimously. Jennifer McCarty moved, Ray Price seconded, to approve a letter of support for Fremont Counseling Service’s application to provide publicly funded mental health and substance abuse services within Fremont County, Wyoming, via a contract with the Wyoming Department of Health, Behavioral Health Division. Motion carried unanimously. Jennifer McCarty moved, Ray Price seconded, to approve two letters to Bureau of Indian Affairs regarding their request on two properties they have received applications for to be held in trust for the use and benefit of the Northern Arapaho Tribe. Motion carried unanimously. Jennifer McCarty moved, Ray Price seconded, to approve a Fremont County Bank of the West Credit Card Application for Rachel Weber with a credit limit of $2,500. Motion carried unanimously.
The following items in the Priority Mail were reviewed: Letter of resignation from Susan Shipley, Executive Director of the Treatment Courts of Fremont County. Larry Allen moved, Ray Price seconded, to accept the resignation, effective March 30, 2018, with sincere regret. Motion carried unanimously. Commissioner Thomas will work with Shipley to draft an advertisement of the position vacancy notice.
There was nobody present for the Public Comment period.
Financial Assistant Joe Felix presented a preliminary budget hearing on an Unanticipated Revenue received for Search and Rescue.
Sheriff Skip Hornecker presented a plaque to Stephanie Curtis in recognition of her retirement from the Fremont County Dispatch Center with 17 years of service
Sheriff Hornecker gave a monthly update by reviewing current Detention statistics.
Sheriff Hornecker stated the Fremont County Sheriff’s Office is coordinating two Search & Rescue training sessions, open to statewide participation. Two major upgrades are needed (Spillman and 911). The E-911 fund balance will fund the upgrades of $280,000. The three new vehicles (two Patrol pickups and one Detention transport van) are in the fleet (purchased through the Capital Revolving Fund) in July of 2017.
County Coroner Mark Stratmoen presented a monthly report.
Fremont County Planning Director Steve Baumann presented a Department of Environmental Quality Small Wastewater Delegation Agreement. Larry Allen moved, Ray Price seconded, to approve the Delegation Agreement between the Wyoming Department of Environmental Quality and Fremont County. Motion carried unanimously. Ray Price moved, Larry Allen seconded, to subsequently approve Authorizing Resolution No. 2018-09 “designating the Director of Planning as the “delegated Local Official” whom DEQ authorizes to enforce and administer the review and permitting delegated in the Agreement”. Motion carried unanimously.
Commissioner meeting reports were given:
Fremont Counseling Service Executive Director Scott Hayes briefly joined the meeting and stated their organization is working with Wind River Transportation Authority on the continuing transportation issue for Title 25 transports. He hopes to have a proposal soon.
Washakie District Ranger Steve Schacht introduced the new Forest Service Supervisor, Lisa Timchak. Schacht gave a quarterly report.
Fremont County Library Director Janette McMahon informed the Board that a 40-hour position has come open in Lander and they would like to rehire. Ray Price moved, Larry Allen seconded, to authorize rehiring either a full-time or part-time position. Motion carried unanimously.
Vice-Chairman Larry Allen reviewed an updated Resolution No. 2018-06 that was amended from two to three ambulance box remounts on new 2018 Dodge 4500 4×4 chassis cabs. Financial Assistant and grant writer Joe Felix was present. The 50% match from the County would be $140,414 and would be funded through the Fremont County Ambulance Fund. Ray Price moved, Clarence Thomas seconded, to approve Resolution No. 2018-06 “Authorizing submission of a Federal Mineral Royalty Capital Construction Account Grant Application to the State Land and Investments Board”. Motion carried unanimously. Vice-Chairman Allen then recommended the outright purchase of two complete units (cab, chassis and ambulance box) at a total cost of $314,652, also with funding through the Fremont County Ambulance Fund. Adequate funding is in place for the five units, and the time frame for actual delivery will be up to one year, so that the Ambulance Fund will continue to grow in the interim. Ray Price moved, Jennifer McCarty seconded, to authorize the outright purchase of two ambulances. Motion carried unanimously.
Vice-Chairman Allen reviewed Resolution No. 2018-07 “Adopting the Wyoming Region 5 Regional Hazard Mitigation Plan for Fremont and Sublette Counties and Wind River Reservation”. Larry Allen moved, Ray Price seconded, to approve Resolution No. 2018-07. Motion carried unanimously. Commissioner Allen reviewed Resolution No. 2018-08 “Adoption of the Fremont County/Municipal/Tribal Emergency Operations Plan. Larry Allen moved, Ray Price seconded, to approve Resolution No. 2018-08. Motion carried unanimously.
Judith Pedersen was present to interview for a vacancy on the Fremont County Historic Preservation Commission. One interview had been held earlier; however, the Commissioners had opted to advertise the position again to seek further interest. Following the interview, Larry Allen moved, Jennifer McCarty seconded, to appoint Judith Pedersen to fill the vacancy with term to expire June 30, 2020. Motion carried unanimously.
Building Maintenance Supervisor J.R. Oakley was present for the discussion on the agricultural lease on the Major property. Chairman Becker will work with Deputy Civil Attorney Jodi Darrough on the Lease Agreement and have an advertisement prepared for approval at the next meeting.
County Clerk Julie Freese was joined by Financial Assistant Joe Felix to review their presentation the previous day during the Elected Officials/Department Heads meeting regarding budget packets, which are due Marcy 16th.
County Clerk Julie Freese had been asked to send out a memo to Elected Officials and Department Heads regarding the new Mileage Reimbursement Policy which states “If a county pool car is available, employees are to use the pool car for business travel. If no county pool car is available, and they take their personal vehicle, the reimbursement rate is $.40. If a county car is available and an employee takes their own vehicle, the reimbursement rate is $.30”. Treasurer Harnsberger had asked the Commissioners for a variance for an employee that travels to the bank and post office daily and his wishes to pay the mileage reimbursement rate of $.40 and not have to check out a county car and do the necessary paperwork on a daily basis. Two other Elected Officials had requested a like exemption as well. A suggestion had been made to see if there is a county car that is not being used (or infrequently used) to be set aside for use by these three offices on a daily basis. Vice-Chairman Allen will visit with Vehicle Maintenance to see if such a vehicle exists.
Ray Price moved, Larry Allen seconded, to adjourn into Executive Session with Fremont County Planner Steve Bauman and Deputy Civil Attorney Jodi Darrough (via speakerphone) regarding potential litigation. Motion carried unanimously. Ray Price moved, Jennifer McCarty seconded, to return to Regular Session. Motion carried unanimously.
There being no further business, Ray Price moved, Jennifer McCarty seconded, to adjourn the meeting at
2:30 p.m. and reconvene for a Regular Meeting on February 20, 2018 at 9:00 a.m. Motion carried unanimously.
