The Board of Fremont County Commissioners met in Regular Session at 9:00 a.m. with the following members present: Chairman Travis Becker, Jennifer McCarty and Clarence Thomas. Vice-Chairman Larry Allen arrived later in the meeting. Commissioner Ray Price was absent for personal reasons. Fremont County Clerk Julie A. Freese was present for the meeting.

Jennifer McCarty moved, Clarence Thomas seconded, to accept the voucher from Fremont Counseling Service in the amount of $2,320 and SageWest Health Care in the amount of $32,725.00 for Title 25 patients. Motion carried unanimously.
The following items in the Signature File were reviewed: 1) Record of Proceedings. Clarence Thomas moved, Jennifer McCarty seconded, to approve a License for New Construction of Utility Crossing or Encroachment from High Plains Power for Soda Springs Drive and from Aethon Energy for Moneta-Lysite Road. Motion carried unanimously. Clarence Thomas moved, Jennifer McCarty seconded, to approve a Sawtooth Emergency Vehicles Sales Agreement for Ambulance for two new Osage Ambulances for a total of $239,560. Motion carried unanimously. Clarence Thomas moved, Jennifer McCarty seconded, to approve a Contract among Wyoming Department of Health, Public Health Division, Fremont County Health Officer and Fremont County for a Fremont County Health Officer to provide additional support in relation to public health emergency preparedness and response. Motion carried unanimously. Clarence Thomas moved, Jennifer McCarty seconded, to approve Amendment Number Two to Grant Agreement between the Wyoming Business council and Fremont County to extend the construction service completion date until October 1, 2019 for the Cameco-Dry Creek Road Upgrade Project. Motion carried unanimously. Clarence Thomas moved, Jennifer McCarty seconded, to approve Cooperative Agreement for Responsibilities between the Wyoming Department of Family Services Child Support Enforcement and Fremont County Clerk of District Court. Motion carried unanimously.
The Public Comment period was held.
A Public Hearing was held at 9:30 a.m., as advertised, regarding Unanticipated Revenues to the FY 2017-18 budget. Present was County Clerk Julie Freese and Financial Assistant Joe Felix. Clarence Thomas moved, Jennifer McCarty seconded, to approve Resolution No. 2018-19 “FY 2017-18 Budget Amendment No. 7”. Motion carried unanimously.
Vice-Chairman Larry Allen joined the meeting at this time.
Executive Health Insurance Committee members Jim Anderson, Margy Irvine, Julie Freese and Travis Becker and NOVO Benefits representatives Michelle Conrad and Kellie Grady were present on the speakerphone to discuss several issues. An ASO Plan Change document was presented for approval representing preventative changes (100% Benefit Screening for latent tuberculosis infection in adults; 100% Coverage for lactation support & counseling; and 100% Coverage for the use of Statins in adults). Clarence Thomas moved, Jennifer McCarty seconded, to approve the ASO Group Plan Changes. Motion carried unanimously. Clarence Thomas moved, Jennifer McCarty seconded, to renew Third Party Administrative Services with Blue Cross at the proposed $44.45 per employee rate. Motion carried unanimously. Clarence Thomas moved, Jennifer McCarty seconded, to accept the renewal offer from Gerber Life for the Medical Stop Loss policy for the Benefit Plan Year 2018/2019. Motion carried unanimously. Larry Allen moved, Clarence Thomas seconded, to accept NOVO Benefits’ recommendation to switch the PBM to Prime Therapeutics, effective January 1, 2019. Motion carried unanimously.
Transportation Superintendent Dave Pendleton presented a Cooperative Agreement between the Wyoming Department of Transportation and the Fremont County Commission for the Riverton Cooper Road Corridor Study. Clarence Thomas moved, Jennifer McCarty seconded, to approve the Agreement, pending approval by the County Attorney’s Office. Motion carried unanimously.
County Clerk Julie Freese presented Lisa McOmie with a plaque in recognition of 20 years of service in the County Clerk’s Office. Lisa is the Clerk’s main floor supervisor had has also worked in the Election Department. Family and co-workers were present for the presentation.
A Public Hearing was held at 10:30 a.m., as advertised, for the purpose of receiving comments on the proposed Fremont County Simple Subdivision Regulations. The hearing marks the end of the 45 day comment period. Present was Planning Supervisor Steve Baumann who stated the vast majority of changes between the previous version of the regulations and the new regulations were: common definitions between Regular and Simple Subdivision Regulations, Common Easement Requirements along property boundaries and Common Certificate templates. He further stated he has received no comments on the proposed changes during the comment period. There was nobody present in the audience to offer comment. Larry Allen moved, Clarence Thomas seconded, to approve the Fremont County Simple Subdivision Regulations. Motion carried unanimously.
Steve Baumann reviewed a Final Plat of the Wind River View Estates Lots 2 and 3 Re-Subdivision. Larry Allen moved, Jennifer McCarty seconded, to approve the Final Plat of the Wind River View Estates Lots 2 & 3 Re-Subdivision. Motion carried unanimously.
The Final Plat of Polson Estates Lot 2 Re-Subdivision was reviewed, which is located on the western outskirts of Riverton just off Riverview road on Polson Drive. Larry Allen moved, Clarence Thomas seconded, to approve the Plat of Polson Estates Lot 2 Re-Subdivision. Motion carried unanimously.
The Final Plat of the Re-Subdivision of Canyon Shadows Subdivision Lots 1, 2 and 3 Replat, was reviewed. The Subdivision is south of Lander at the mouth of Sinks Canyon on the Middle Fork of the Popo Agie River on Canyon Shadows Road. Larry Allen moved, Jennifer McCarty seconded, to approve the Final Plat of the Re-Subdivision of Canyon Shadows Subdivision Lots 1, 2 & 3 Replat. Motion carried unanimously.
Fremont County Coroner Mark Stratmoen updated the Commission on the Riverton Cooler Project.
WYDOT Public Information Office Cody Beers organized a series of public meetings to address future highway improvement projects in northwest Wyoming, one of which was scheduled this date with the County Commissioners.
Fremont County Association of Governments Executive Director Gary Michaud was joined by Dubois Mayor Twila Blakeman, Lander Mayor Del McOmie, Riverton Mayor Lars Baker, Hudson Mayor Mike Anderson and Pavillion Mayor Tex Frazier. Due to budget constraints, Fremont County elected not to pay dues last year ($8,250) and the group was present to encourage the Commission to again be a partner in the association.
Larry Allen moved, Jennifer McCarty seconded, to adjourn into Executive Session with Transportation Superintendent Dave Pendleton regarding personnel. Motion carried unanimously. Larry Allen moved, Jennifer McCarty seconded, to return to Regular Session. Motion carried unanimously. Jennifer McCarty moved, Larry Allen seconded, to refill a Truck Driver position in Lander at the beginning salary of $33,472. Motion carried unanimously.
Wyoming County Commissioners Association Executive Director Pete Obermueller reviewed the progress on a work plan to consolidate county government employees into one employer group for purposes of workers compensation premiums and programs.

Clarence Thomas moved, Jennifer McCarty seconded, to approve the 2018-2019 Capital Revolving request list as submitted with purchases totaling $853,136. Motion carried unanimously.
Treatment Courts Director Melinda Cox was present for a Department update. She further reviewed two contracts that needed approval: Contract between Wyoming Department of Health, Behavioral Health Division and Fremont County Commissioners as Governing Body for the Court Assisted Supervised Treatment of Fremont County as well as for the Juvenile Treatment Court. Clarence Thomas moved, Jennifer McCarty seconded, to approve the two contracts with the Wyoming Department of Health for the Court Assisted Treatment and Juvenile Treatment Courts. Motion carried unanimously.
County Clerk Julie Freese and Financial Assistant Joe Felix were present to start the budget discussion.
Chairman Becker started the discussion with salary increases. Becker stated that he, Commissioner Allen, the County Clerk and Financial Assistant had worked on some options for the Commission to review with regards to some type of salary increase. The following was presented:
1) Chief Deputies. All Elected Officials may have one Chief Deputy who, when they are gone, would be the next in line to take care of that Office. He also stated that he would like to see all Chief Deputies receive 85% of the Elected Official’s salary. Any increase of the Chief Deputy’s salary would be only occur in January anytime an Elected Official received their salary increase. Any Chief Deputy who already is at or exceeds the 85% will not get a raise until the Elected Official’s salary is such that the Chief Deputy’s salary could be calculated at 85%.
2) Department Heads and Supervisors under the County Commissioners were also reviewed with the Wyoming Salary Survey and the proposed increases for them were discussed.
3) Certain employee salary irregularities were discussed to bring them to the same salary as jobs similar to their duties.
4) A $1,200 annual increase for all full time employees. This would not include Department Heads with salary increases or Chief Deputies of Elected Officials.
Larry Allen moved, Jennifer McCarty seconded, to approve the salary increase plans as outlined in #1-4 above. Motion carried unanimously. The County Clerk is directed to make all changes to salary with an effective date of July 1, 2018.

There being no further business, Larry Allen moved, Jennifer McCarty seconded, to adjourn the meeting at 5:00 p.m. and reconvene for a Regular Meeting on June 12, 2018 at 9:00 a.m. Motion carried unanimously.
