The Board of Fremont County Commissioners met in Special Session at 10:00 a.m. with the following members present: Chairman Travis Becker, Vice-Chairman Larry Allen, Ray Price, Jennifer McCarty and Clarence Thomas. Fremont County Clerk Julie A. Freese was present for the meeting.
Present in the audience was Commissioner Elect Mike Jones and Financial Assistant Joe Felix.
Chairman Becker stated the only order of business would be a formal decision for a Fremont County Transportation Superintendent. Interviews with three individuals had been held on December 18, 2018; however, no formal action had been taken.
Ray Price moved, Clarence Thomas seconded, to select Andrew Chamberlain as the Fremont County Transportation Superintendent. Voting against the motion: Travis Becker, Larry Allen and Jennifer McCarty. Motion failed.
Commissioner Thomas expressed frustration with the action as he felt that when the Commission finished interviewing the three applicants on December 18th, the informal vote was 3-2 for Chamberlain. At that time, following the interviews, the Commission made it known they would return to Executive Session following the reception for outgoing Elected Officials. Upon returning to Executive Session for continued discussion, Commissioners Thomas and Price were absent. Chairman Becker stated that he felt the informal poll was 2-2 as he had not made his decision either way until they returned for more discussion. The meeting on December 18, 2018 adjourned with three Commissioners present and no formal action taken, which necessitated the meeting this date.
Larry Allen moved, Jennifer McCarty seconded, to select Billy Meeks as the Fremont County Transportation Superintendent, effective January 2, 2019 at a salary of $65,000. Voting against the motion: Clarence Thomas and Ray Price. Motion carried.
Commissioner Thomas stated the New Year will see the continuing trend of decreased oil prices. We need a person educated in the budgeting process and he stated he will personally monitor that Department as related to budget. This person needs to understand business and the County cannot stay complacent with their hiring. He further noted that he felt Andrew Chamberlain possessed the necessary education and background and had necessary budgeting experience.
Chairman Becker agreed that various points of view persisted throughout the process. There is no guarantee when hiring personnel, a person has to vote individually based on their best instincts. It does happen that some hiring decisions are later regretted; however, he reiterated that he felt Mr. Meeks has the skill set necessary to perform the job.
There being no further business, Larry Allen moved, Jennifer McCarty seconded, to adjourn the meeting at 10:10 a.m. and reconvene for a Special Meeting on January 7, 2019 at 9:00 a.m. for the Swearing In Ceremony and Retreat. Motion carried unanimously.
