OFFICIAL MINUTES

 

The Board of Fremont County Commissioners met in Regular Session at 9:00 a.m. with the following members present:  Chairman Travis Becker, Vice-Chairman Larry Allen, Jennifer McCarty, Clarence Thomas and Michael Jones.   Fremont County Clerk Julie A. Freese was present for the meeting.

 

Larry Allen moved, Jennifer McCarty seconded, to approve the Agenda as amended.  Motion carried unanimously.

 

Jennifer McCarty moved, Larry Allen seconded, to approve the minutes of the Regular Meeting held December 18, 2018 and the Special Meetings held December 19, 2018 and December 31, 2018.  Motion carried unanimously.

 

Larry Allen moved, Jennifer McCarty seconded, to accept the bills for payment.  Motion carried unanimously.

Clarence Thomas moved, Jennifer McCarty seconded, to accept the bill from Wyoming Behavioral Institute in the amount of $5,278 for two Title 25 patients.  Motion carried unanimously.

 

The following items in the Signature File were reviewed:  1) Record of Proceedings.  Western Surety Company Official Bond and Oaths were reviewed for Julie Freese ($4,000); Travis D. Becker ($1,000); Larry D. Allen ($1,000) and Thomas David Majdic ($25,000).  Larry Allen moved, Clarence Thomas seconded, to approve the Official Bond and Oaths as presented.  Motion carried unanimously.  Larry Allen moved, Jennifer McCarty seconded, to approve Certified Resolution No. 2019-01 designating investment firms and qualifying institutions in Fremont County and authorizing the Fremont County Treasurer to obligate the County with respect to purchase, sale, transfer and exchange of securities.  Motion carried unanimously.  Larry Allen moved, Jennifer McCarty seconded, to approve Resolution No. 2019-02 “Authorizing the Release of Monies Prior to Each County Payroll Distribution via Direct Deposit.”  Motion carried unanimously.  Larry Allen moved, Clarence Thomas seconded, to ratify Certified Resolution No. 2019-03 designating Tom Majdic as the duly elected Fremont County Treasurer and eligible to sign the signature card at the County’s financial institution in order to conduct the business of Fremont County.  Motion carried unanimously.  Larry Allen moved, Clarence Thomas seconded, to approve Amendment One to the Grant Award Agreement between Wyoming Office of Homeland Security and Fremont County extending the term from August 5, 2017 through December 31, 2019.  Motion carried unanimously.

 

The following items in the Priority Mail were reviewed:  1) Fremont County Museum tour dates (taken under advisement); and 2) Riverton Air Service MOU requirement of County representative to approve invoices.  County Treasurer Tom Majdic agreed to take over the duties, as originally held by former Treasurer Harnsberger.

 

Larry Allen moved, Jennifer McCarty seconded, to designate the following depositories for Fremont County Government for 2019:  Dubois:  Wells Fargo Bank of Wyoming and Bank of Jackson Hole; Lander: Central Bank and Trust, Bank of the West, US Bank, Wyoming Community Bank and First Interstate Bank; Riverton: First Interstate Bank, Bank of the West, Wells Fargo Bank of Wyoming; US Bank, Wyoming Community Bank and Central Bank and Trust; and Fort Washakie: Central Bank and Trust.  Motion carried unanimously.

 

Larry Allen moved, Jennifer McCarty seconded, to designate the Riverton Ranger and Lander Journal as the official county newspapers for Fremont County Government for 2019 with the remaining newspapers within the county to be used for other purposes.  Motion carried unanimously.

 

Election of Officers was held.  Jennifer McCarty moved, Larry Allen seconded, to re-elect Travis Becker as Chairman of the Board for 2019.  Motion carried unanimously.  Jennifer McCarty moved, Michael Jones seconded, to re-elect Larry Allen as Vice-Chairman of the Board for 2019.  Motion carried unanimously.

 

Chairman Becker distributed a draft 2019 County Commissioner Liaison Contact list.  He noted that the Sheriff’s Office and Treasurer’s Office have been added as both Sheriff Lee and Treasurer Majdic requested a Commissioner Liaison.  The Commissioners were asked to review the document and finalize it at the next meeting.  However, later in the meeting, the board members agreed with the amended Liaison List and it was finalized for distribution.  It was noted the liaison list can be amended at any time during the year if needed and that any Commissioners are welcome to attend any of the various board meetings, whether liaison or not.

 

There was nobody present for the public comment period.

 

HDR Engineer Kyle Lehto presented a Notice to Proceed for the Peterson Road Structure Replacement Project.  The Contract will commence to run on January 9, 2019 and the dates of Substantial and Final Completion are May 16, 2019 and May 31, 2019, respectively.  Larry Allen moved, Clarence Thomas seconded, to approve the Notice to Proceed with CC&G, Inc.  Motion carried unanimously.  A Community Meeting has been scheduled for January 22nd at 6:00 p.m. at the Lost Wells Fire Hall in preparation of the actual road closure on February 1st.  Notices will be posted on the County website as addition to the mailbox location.

 

Larry Allen moved, Clarence Thomas seconded, to adjourn into Executive Session with Transportation Superintendent Billy Meeks regarding personnel.  Motion carried unanimously.  Larry Allen moved, Jennifer McCarty seconded, to return to Regular Session.  Motion carried unanimously.

 

Interviews were held with applicants for three vacancies on the Fremont County Weed and Pest Control District:  Incumbents Sollie Cadman (Lander) and Daryne Fegler (At Large), along with two new applicants Jim Thomas (At Large) and Richard Klein (telephone interview)(At Large).  Following the interviews, Clarence Thomas moved, Larry Allen seconded, to re-appoint Sollie Cadman and Daryne Fegler and new applicant Richard Klein.  Motion carried unanimously.

 

Building Maintenance Supervisor J.R. Oakley continued discussion on the Detention Center Door Retrofit Program.

 

Vice Chairman and Vehicle Maintenance liaison Allen updated the Board on the immediate need of a new hoist for the Riverton Vehicle Maintenance shop.  Larry Allen moved, Clarence Thomas seconded, to approve up to $17,000 for the hoist with funding through the Emergency Repair line item within the Capital Revolving Fund.  Motion carried unanimously.

 

Another approved project through the Capital Revolving Fund was for a new web designer and service provider.  In December, the Website Committee had recommended Revize Software Systems as the successful company to fulfill this project.  Larry Allen moved, Michael Jones seconded, to approve the quote for up to $18,000 for the web design for Fremont County.  Motion carried unanimously.

 

Larry Allen moved, Clarence Thomas seconded, to adjourn into Executive Session with Transportation Superintendent Billy Meeks regarding personnel.  Motion carried unanimously.  Larry Allen moved, Clarence Thomas seconded, to return to Regular Session.  Motion carried unanimously.  Larry Allen moved, Michael Jones seconded, to advertise among County employees for a Riverton Crew Chief, Division Maintenance Foreman, with application deadline January 18, 2019.  Motion carried unanimously.

 

County Clerk Julie Freese distributed an updated list of the Capital Projects approved list.

There being no further business, Larry Allen moved, Clarence Thomas seconded, to adjourn the meeting at 11:35 a.m. and reconvene for a Regular Meeting on January 15, 2019.  Motion carried unanimously.
