OFFICIAL MINUTES

 

The Board of Fremont County Commissioners met in Regular Session at 9:00 a.m. with the following members present:  Chairman Travis Becker, Vice-Chairman Larry Allen, Jennifer McCarty, Clarence Thomas and Michael Jones.  Fremont County Clerk Julie A. Freese was present for the meeting.

 

Larry Allen moved, Jennifer McCarty seconded, to approve the Agenda as amended.  Motion carried unanimously.

 

Jennifer McCarty moved, Clarence Thomas seconded, to approve the minutes of the Special Retreat Meeting held January 7, 2019 and the Regular Meeting held January 22, 2019.  Motion carried unanimously.

 

Jennifer McCarty moved, Larry Allen seconded, to accept the bills for payment.  Motion carried unanimously.  Chairman Becker reminded the group that in the payment of bills is the check to Fremont County Treasurer in the amount of $252,291.72 which represents the amount of Indigent Care the County agreed to pay for in the sale of the Hospitals in the 1980’s.  This is done per agreement that the County pays this amount in lieu of the amount of property tax the Sage West Hospitals are assessed on their property.

Jennifer McCarty moved, Larry Allen seconded, to approve a bill to Wyoming Behavioral Institute for Statutory Medical patients in the amount of $3,016.  Motion carried unanimously.

 

The following items in the Signature File were reviewed:  1) ASO Group Plan Change with Blue Cross/Blue Shield to amend the Travel Medical Benefit section of the Health Insurance.  Clarence Thomas moved, Jennifer McCarty seconded, to approve a change to the Blue Cross/Blue Shield health insurance plan to amend the travel medical benefit to include the Huntsman Cancer Institute in Utah.  Motion carried unanimously.  2)  Amendment One to the Contract between Wyoming Department of Health, Public Health Division and Fremont County.  Clarence Thomas moved, Larry Allen seconded, to approve Amendment One to the contract between the Wyoming Department of Health, Public Health Division and Fremont County, increasing the amount of contract dollars by $20,000 to a total of $386,872 for Public Health Emergency Preparedness statement of work.  The contract is to expire on June 30, 2020.  Motion carried unanimously.  3)  Western Surety Bond for James A. Anderson Fremont County Deputy Treasurer.  Clarence Thomas moved, Larry Allen seconded, to approve the surety bond for Fremont County Deputy Treasurer James A. Anderson in the amount of $25,000.  Motion carried unanimously.  4)  Application for 24 hour Malt Beverage/Catering Permit for the 1838 Rendezvous Association.  Clarence Thomas moved, Larry Allen seconded, to approve a malt beverage/catering permit the 1838 Rendezvous Association for their 1838 Rendezous celebration to be held July 2, 2019 through July 6, 2019 in Riverton.  Motion carried unanimously.  5)  Grant agreement between Wyoming Office of Homeland Security and Fremont County.  Clarence Thomas moved, Larry Allen seconded, to approve a grant agreement between Wyoming Office of Homeland Security and Fremont County for Emergency Management in the amount of $66,800.  The grant assists the county for all hazards during the 2018 fiscal year.  Motion carried unanimously.  6)  Two applications for permits to construct access driveways.  Clarence Thomas moved, Jennifer McCarty seconded to approve the permit for John Falls representing The Butte LLC for a residential driveway access from East Main Street Road on Baldwin Creek Road for a residential driveway and to approve the permit for Jeffrey Kimber representing Precision Dirt for a driveway business access from Beebe Road.  Motion carried unanimously.  7)  Thank you letter to Sheriff Ryan Lee for serving on the Health Insurance Committee.  8)  Letter to Lt. Sarah Trehearne appointing her to serve on the Health Insurance Committee.  9)  Abatement Summary 10)  Commissioner’s Records of Proceedings.

 

There was nobody present for the Public Comment period.

 

Fremont County Coroner Mark Stratmoen was present to get approval on two Memorandum of Understanding documents from the State.   Larry Allen moved, Mike Jones seconded, to approve a Memorandum of Understanding between Wyoming Department of Health Behavioral Health Division, Wyoming Life Resource Center and Fremont County Coroner and Fremont County Commissioners allowing the Coroner to utilize a designated area and a building for the County to use as a temporary mortuary parcel for mass fatality or public health emergencies and a Memorandum of Understanding between the Wyoming Department of Health Behavioral Health Division, Wyoming Life Resource Center and Fremont County Coroner and Fremont County Commissioners to provide to the County, a parcel of land adjacent ot the existing cemetery, which will serve as a location for the interment of unclaimed or indigent remains.  Motion carried unanimously.

 

Larry Allen moved, Clarence Thomas seconded, to adjourn into Executive Session with Treatment  Courts Supervisor Melinda Cox regarding personnel.  Motion carried unanimously.  Jennifer McCarty moved, Clarence Thomas seconded, to return to Regular Session.  Motion carried unanimously.

 

County Planner Steve Baumann presented the Upper Slate Creek Tracts, Tract 14C, Replat for approval.  The Planning Commission had received no public comment on this subdivision and recommended approval of the plat.  Larry Allen moved, Jennifer McCarty seconded, to approve the Upper Slate Creek Tracts, Tract 14C, Replat subdivision as recommended by the Planning Commission.  Motion carried unanimously.

 

County Planner Steve Baumann presented the JCK Outlot Subdivision for approval.  The Planning Commission had received no public comment on this subdivision and recommended approval of the plat.  Jennifer McCarty moved, Clarence Thomas seconded, to approve the JCK Outlot subdivision as recommended by the Planning Commission.  Motion carried unanimously.

 

Steve Baumann also reported on the Cooper Road hearing.

 

Interviews were held with applicants for one 6 month vacancy on the Library Board and one 2 ½ year vacancy on the Planning Commission:  New applicants Ray Price (Planning and Library) and Rick Metzger (Library).   Following the interviews, Larry Allen moved, Mike Jones seconded, to appoint  Rick Metzger to the Library Board and Ray Price to the Planning Commission.  Motion carried unanimously.

 

Commissioner Allen mentioned the subject of a surplus sale.

 

Larry Allen moved, Jennifer McCarty seconded, to adjourn into Executive Session with Jodi Darrough, Chief Deputy County Civil Attorney for potential litigation and Commissioner Allen for personnel.  Motion carried unanimously.  Larry Allen moved, Clarence Thomas seconded, to return to Regular Session.  Motion carried unanimously.

 

The commissioners will take a tour of the Lander Pioneer Museum after lunch and will take no action.

 

There being no further business, Larry Allen moved, Mike Jones seconded, to adjourn the meeting at 12:05 p.m. and reconvene for a Regular Meeting on February 12, 2019.  Motion carried unanimously.
