OFFICIAL MINUTES

 

The Board of Fremont County Commissioners met in Regular Session at 9:00 a.m. with the following members present:  Chairman Travis Becker, Jennifer McCarty and Michael Jones.  Vice-Chairman Larry Allen joined the meeting later.  Fremont County Clerk Julie A. Freese was present for the meeting.

 

Jennifer McCarty moved, Michael Jones seconded, to approve the Agenda as amended.  Motion carried unanimously.

 

Jennifer McCarty moved, Clarence Thomas seconded, to approve the minutes of the Regular Meeting held January 15, 2019.  Motion carried unanimously.

 

Jennifer McCarty moved, Clarence Thomas seconded, to accept the bills for payment.  Motion carried unanimously.  Utah Medical (SO) premium $8900.  Pull until further notice.  Motion carried.  Later in the meeting the voucher for Utah Medical was explained from the Sheriff’s Office.  Jennifer McCarty moved, Michael Jones seconded, to approve the voucher to Utah Medical in the amount of $8900.00.  Motion carried unanimously.

The following items in the Signature File were reviewed:  1) Letters of appreciation to Fremont County Assessor’s staff for 2019 Property Tax Appraiser Cartification; and 2) letter of appreciation to Heather Morrison for service on the Fremont County Library Board.  Clarence Thomas moved, Jennifer McCarty seconded, to approve Amendment One to the Conract among Wyoming Department of Health, Public Health Division, Fremont County Health Officer and Fremont County.  Motion carried unanimously.  Clarence Thomas moved, Michael Jones seconded, to approve the Official Bond and Oath for Ryan D. Lee.  Motion carried unanimously.  Clarence Thomas moved, Jennifer McCarty seconded, to approve the Fremont County Bank of the West Credit Card Applications for James A. Anderson ($2,500); Micah Wyatt ($1,500) and Michael Jones ($2,500).  Commissioner Michael Jones abstained from the vote.  Motion carried.  Clarence Thomas moved, Jennifer McCarty seconded, to approve an Agreement between Central Wyoming College Human Service Program and Fremont County for Field Experience for Human Services Students.  Motion carried unanimously.  Clarence Thomas moved, Jennifer McCarty seconded, to approve an Agreement between Fremont County Government and Tri-Star Detention, Inc. for installation of three RR Brink corridor sliding door mechanisms in the Fremont County Detention Center.  Motion carried unanimously.

 

Commissioner Allen joined the meeting at this time.

 

Clarence Thomas moved, Jennifer McCarty seconded, to approve verification to the Wyoming Department of Health, Behavioral Health Division, regarding funding contributed by the Fremont County Government for both the CAST and Juvenile Treatment Court programs.  Motion carried unanimously.  Clarence Thomas moved, Jennifer McCarty seconded, to approve a Volunteers of America Northern Rockies  Office of Juvenile Justice and Delinquency Prevention draw down request.  Motion carried unanimously.

 

Items in the Priority Mail were reviewed:  1) Second Quarter Report for Volunteers of America Northern Rockies Center of Hope.  A request from the Executive Health Insurance Committing informing the Board that Sheriff Ryan Lee has resigned from said Committee, and their subsequent recommendation to replace him with Sarah Treahearne.  Jennifer McCarty moved, Clarence Thomas seconded, to accept the resignation of Sheriff Lee with regret and to appoint Sarah Treahearne to the Committee.  Motion carried unanimously.

 

There was nobody present for the Public Comment period.

 

HDR Engineer Kyle Lehto presented a Right of Way Agreement between Thomas C. Hutchinson and Fremont County Government.  Said Agreement will allow for permanent mailbox placement at the former location on Paradise Valley Road to the junction of Paradise Valley Road and Peterson Road.  Jennifer McCarty moved, Clarence Thomas seconded, to approve the Right of Way Agreement as submitted.  Motion carried unanimously.

 

A Public Hearing was held at 9:25 a.m., as advertised, regarding amendments to the FY 2018-2019 budget for Unanticipated Revenues and Budget Transfers.  Present were County Clerk Julie Freese and Financial Assistant Joe Felix who stated no changes were made to the advertised information.  Clarence Thomas moved, Jennifer McCarty seconded, to approve Resolution No. 2019-04 “FY 2018-2019 Budget Amendment No. 5.”  Motion carried unanimously.

 

Ambulance Director Diane Lane and AMR Regional Director Scott Lenn were present for a monthly report.

 

Transportation Superintendent Billy Meeks and James Gores and Brendan Thoman, James Gores and Associates, gave an update on the Moneta Lysite Road Shoulder Widening Project.  Costs regarding BLM requirements, costs associated in bid documents.  An amendment to Owner-Engineer Agreement (No. 2) was presented by Thoman for the additional services required for Uinta Paleotological Associates and Northern Arapaho Tribal Historic Preservation Office, totaling $68,875.00.  Jennifer McCarty moved, Larry Allen seconded, to approve Amendment No. 2 as presented.  Motion carried unanimously.  In addition, a Material Borrow Area Lease with Knap Brothers, LLC was reviewed. The contract estimates the cubic yards of Unclassified Borrow will be obtained for the construction of the safety shoulders will not exceed 2,500 cubic yards at a cost of $1,800.  Larry Allen moved, Clarence Thomas seconded, to approve the Lease with Knapp Brothers, LLC.  Motion carried unanimously.

 

Larry Allen moved, Clarence Thomas seconded, to adjourn into Executive Session with Transportation Superintendent Billy Meeks for personnel.  Motion carried unanimously.  Jennifer McCarty moved, Michael Jones seconded, to return to Regular Session.  Motion carried unanimously.  Larry Allen moved, Clarence Thomas seconded, to approve the recommendation of the review committee to fill the vacancy for a Riverton Area Foreman at a annual salary of $48,000 and to begin on February 1, 2019.  Motion carried unanimously.  Larry Allen moved, Clarence Thomas seconded, to approve the replacement of an open blad operator position and to proceed with the advertisement of a blade operator position in the Riverton area at an annual salary of $38,000.  Motion carried unanimously.

 

Fremont County Public Health Nurse Manager Kathleen Laidlaw gave a monthly report.

 

Chairman Becker recessed the Board of Fremont County Commissioners and convened as the Fremont County District Boundary Board.  In addition to the Fremont County Commissioners the other two Boundary Board members were present:  Assessor Tara Berg and Treasurer Tom Majdic.  Secretary Berg reviewed W.S. § 21-6-203 through 206, stating in part “the county assessor, board of county commissioners and county treasurer shall constitute a board for establishing school districts in the county.  The district boundary board shall elect a chairman and he shall call a meeting of the district boundary board in the first quarter of each calendar year for the prupose of electing one of the members a schairman and secretary.”  Berg stated there were no boundary board issues at this time, and reviewed unified (K-12) and Non-Unified (K-8) status.  She further distributed the Fremont County 2018 District Valuation Summary for reference and stated HB68 will affect educational values if the bill is approved.  Clarence Thomas moved, Larry Allen seconded, to re-elect Travis Becker as Chairman and Tara Berg as Secretary of the Fremont County Boundary Board for 2019.  Motion carried unanimously.    Chairman Becker adjourned the Fremont County District Boundary Board and reconvened as the Board of Fremont County Commissioners.

 

Treatment Court’s Director Melinda Cox discussed the letters that the Board approved earlier in their meeting to the Wyoming Department of Health verifying funding from the County for both the Juvenile Treatment Court and Court Assisted Supevised Treatment Programs.

 

Cox gave an update on personnel by stating the Therapist Case Manager position is vacant and she recommends classifying it at a Licensed Certified Case Manager, which will allow a lower pay scale.  The benefit of such a position would be that it could be used in either the adult and juvenile programs.  Clarence Thomas moved, Jennifer McCarty seconded, to approve advertising for a full-time Case Manager position at a salary range of $38,000 – $48,000.  Motion carried unanimously.

 

Building Maintenance Supervisor J.R. Oakley gave a personnel update by stating he is currently down two staff, one due to an off the job accident and another for a scheduled procedure.  He requested permission to hire a temporary employee on an as-needed basis at $11/hour.  Michael Jones moved, Larry Allen seconded, to approve the hiring of a part-time employee for Building Maintenance only if needed, not to exceed $700.  Voting against the motion: Clarence Thomas.  Motion carried.

 

In another issue, J.R. Oakley reviewed an ADA upgrade needed for the Riverton Circuit Court.  Larry Allen moved, Jennifer McCarty seconded, to approve the purchase of a wheel chair lift, not to exceed $6,000, with funding from the Building Maintenance budget, and Cash Reserve if necessary.  Motion carried unanimously.

 

Michael Jones moved, Clarence Thomas seconded, to adjourn into Executive Session with Riverton Vehicle Maintenance Supervisor Kam Larson regarding personnel and potential litigation.  Motion carried unanimously.  Larry Allen moved, Michael Jones seconded, to return to Regular Session.  Motion carried unanimously.

 

Larry Allen moved, Clarence Thomas seconded, to approve the purchase of a two post hoist, not to exceed $16,000, with funding from the emergency repairs line item of the Capital Revolving Fund.  Motion carried unanimously.

 

Larry Allen moved, Clarence Thomas seconded, to adjourn into Executive Session with Wellness Coordinator Penny Fahey for personnel.  Motion carried unanimously.  Larry Allen moved, Jennifer McCarty seconded, to return to Regular Session.  Motion carried unanimously.

 

Larry Allen lmoved, Clarence Thomas seconded, to adjourn into Executive Session with Lander Vehicle Maintenance Supervisor Brad Meredith regarding personnel.  Motion carried unanimously.  Larry Allen moved, Jennifer McCarty seconded, to return to Regular session.  Motion carried unanimously.

There being no further business, Larry Allen moved, Clarence Thomas seconded, to adjourn the meeting at 2:50 p.m. and reconvene for a Regular Meeting on February 5, 2019.  Motion carried unanimously.
