The Board of Fremont County Commissioners met in Regular Session at 9:00 a.m. with the following members present:  Chairman Travis Becker, Vice-Chairman Larry Allen, Jennifer McCarty, Clarence Thomas and Michael Jones.  Fremont County Clerk Julie A. Freese was present for the meeting.


Jennifer McCarty moved, Clarence Thomas seconded, to approve the agenda as amended.  Motion carried unanimously.


Jennifer McCarty moved, Clarence Thomas seconded, to approve the minutes of the Regular Meeting held March 19, 2019.  Motion carried unanimously.


Jennifer McCarty moved, Clarence Thomas seconded, to accept the bills for payment.  Chairman Becker abstained from voting on The Print Shop voucher.  Motion carried unanimously.

The following items in the Signature File were reviewed:  1) BigIron Auctions Online Auction Listing & Marketing Agreement (taken under advisement); 2) Proxy vote for High Plains Power (Vice-Chairman Allen will take the proxy votes as he plans on attending the annual meeting); and 3) Record of Proceedings.   Larry Allen moved, Jennifer McCarty seconded, to approve a Wyoming Bucking Horse & Rider Organizational Use Agreement for Fremont County Government.  Motion carried unanimously.  The logo is being used on the new County website.  The Board acknowledged other County entities were using the trademark and to send a reminder memo stating all agreements should be approved by the Fremont County Commissioners on behalf of Fremont County Government.  Larry Allen moved, Jennifer McCarty seconded, to approve Fremont County Bank of the West Credit Card Applications for Donavon Detimore, Lindsey Mowrey, Robert Foutz, and Anna Bennett all with credit limits of $2,500.  Motion carried unanimously.  Later in the meeting, Larry Allen moved, Jennifer McCarty seconded, to approve an Official Bond and Oath for Michael Alan Jones.  Motion carried unanimously.


The following items in the Priority Mail were reviewed:  1) US Environmental Protection Agency letter revising  the geographic scope of the EPA’s 2013 TAS approval by excluding lands addressed in Article 1 of the 1905 Act that have not since been placed into trust status.  Chief Civil Deputy informed the Board the County Attorney’s Office is reviewing the revision as related to the Tenth Circuit decision.


Fremont County Recreation Commission Chairman Bobby Hague and Robert Scheidemantel were joined by Greg Fuechsel and counsel Jay Vincent to discuss an Access Agreement with Mr. Fuechsel to be able to access the Heritage Trail from Double Tree Road and travel east on the Trail to access his land.   As compensation for the Access Agreement, Fremont County and Mr. Fuechsel will enter into a Lease Agreement that shall be granted to Fremont County to access to the Heritage Trail along the road which commences from the Gas Hills Road and continues through Fuechsel’s land, where the road intersects with the Heritage Trail.  Larry Allen moved, Michael Jones seconded, to approve the Access Agreement and Lease Agreement related to the Heritage Trail, as amended.  Motion carried unanimously.


Joyce Hazlewood presented a Petition to Vacate a Publicly Dedicated Road.  Present in the audience was County Planner Steve Baumann and Transportation Superintendent Billy Meeks.  The Petition contained the statutory signatures of five electors residing in Fremont County and residing within twenty-file (25) miles of Grandview Lane #2.   Larry Allen moved, Jennifer McCarty seconded, to 1) accept the Petition; 2) Advertise for a 45 day comment period in the Riverton Ranger for two issues; 3) appoint Steve Bauman as Viewer; and 4) assess the Petitioner (Hazlewoods) the costs of advertising.    Motion carried unanimously.


County Planner Steve Baumann reviewed the grant received by the Tribal Child Support Services to provide residential addresses to tribal homes.


Transportation Superintendent Billy Meeks was joined by Jim Gores and Ian McMenamy, James Gores and Associates, to discuss the progress on the Moneta Lysite Road Shoulder Widening Project.  WYDOT has issued a Notice to Proceed with an Invitation to Bid as Bid Documents and Environmental Documents have been approved.  Larry Allen moved, Jennifer McCarty seconded, to approve the Invitation to Bid for advertising.  Motion carried unanimously.


Transportation Superintendent Billy Meeks provided a Department update.  He will have a retirement of an Operator in the Riverton area, along with the already vacant Operator position in Riverton and Truck Driver position in Lander.  They will be reviewing applications later in the week.  Larry Allen moved, Jennifer McCarty seconded, to approve filling the Operator position in the Riverton area at the beginning salary.  Motion carried unanimously.


Central Museums Director Scott Goetz reviewed the Program of Work for the three County Museums (Dubois, Lander, and Riverton).  He reviewed proposed salary changes as the Riverton Site Manger has resigned and he plans to promote the current Collections Manager to that position.  Jennifer McCarty moved, Mike Jones seconded, to approve advertising for a Collections Manager for the Riverton Museum and approve the salary adjustments as presented.  Motion carried unanimously.  In other business, Goetz stated a budget hearing will be required for several adjustments to the self-generated fund.  Jennifer McCarty moved, Larry Allen seconded, to authorize the Museum Board’s request to hold a public hearing for the purpose of amending their FY 2018-2019 budget.  Motion carried unanimously.


A Public Hearing was held at 10:30 a.m., as advertised, regarding County Retail Liquor License Renewal Applications.  There was nobody present in the audience, either for or against, the renewals.  The Sherifff’s Office had forwarded a letter stating they had reviewed the incident reports related to al lthe establishments applying for renewals and they have no area of concern with any of them.  The letter further noted Alcohol Compliance checks for 2018 resulted in no warnings or citations.  Renewal applications received were from:  3 Spear Ranch LLC d/b/a 3 Spear Ranch; AJ Halmay & Associates US Inc d/b/a Lazy L & B Ranch; Atlantic City Mercantile Inc. d/b/a Atlantic City Mercantile; Barbara and Robert Townsend d/b/a Miners Delight Inn Bed & Breakfast; BL Property LLC d/b/a Brooks Lake Lodge; Bruce & Karen Davison d/b/a B & K Shoreline Stop; Crooked Creek Meadow Operation LLC d/b/a Crooked Creek Guest Ranch; Greg Rochlitz d/b/a Lou’s Midvale Store; Isebel R. Fremont County Library Director Janette McMahon was joined by Financial Assistant Joe Felix to discuss Unanticipated Revenues.  Larry Allen moved, Jennifer McCarty seconded, to authorize the Library Board to hold a public hearing for the purpose of amending their FY 2019-2020 budget.  Motion carried unanimously.


In other business, Library Director Janette McMahon provided an update on the Riverton HVAC/Boiler System.


Commissioner meeting reports were given:


Fremont County Nurse Manager Kathleen Laidlaw returned to the meeting following the Commission’s request that the Federal Emergency Preparedness Grant for a Smartboard purchase be made available to other County entities in emergency situations.  Clarence Thomas moved, Jennifer McCarty seconded, to accept the federal funding and have the Sheriff determine an appropriate location for placement of the Smartboard.  Following discussion, Clarence Thomas rescinded his motion pending discussion between Chief Civil Deputy Jodi Darrough and the State Nurse Manger regarding the cost sharing requirement and what constitutes an emergency.


County Clerk Julie Freese and County Treasurer Tom Majdic were each joined by Deputies Margy Irvine and Jim Anderson, to propose their plans for re-establishing a Riverton Office.  Present in the audience were Emergency Management Coordinator Kathi Metzler, Building Maintenance Supervisor JR Oakley, Coroner Mark Stratmoen, Treatment Courts Supervisor Melinda Cox and Extension Educator Chance Marshall and Administrative Secretary Kim Collins.  The Riverton Annex that formerly housed the Sheriff’s Department, Circuit Court and County Attorney’s Offices is the proposed location.  Mike Jones moved, Jennifer McCarty seconded, to accept the proposal presented to house the County Clerk and County Treasurer Office two days per week at the current Emergency Management Agency office space.  Motion carried unanimously.


Larry Allen moved, Jennifer McCarty seconded, to adjourn into Executive Session for personnel.  Motion carried unanimously.  Deputy County Clerk Margy Irvine was present.  Larry Allen moved, Jennifer McCarty seconded, to return to Regular Session.  Motion carried unanimously.   Larry Allen moved, Jennifer McCarty seconded, that Fremont County continue paying the employee’s portion of the County Health Insurance premium as they are out of sick leave and send out a request for donated time.  Motion carried unanimously.


District Court Staff Attorney Rachelle Fontaine and Court Administrator Annette Bregar were joined by Chief Civil Deputy Jodi Darrough who reviewed the County’s Memorandum of Understanding with the State of Wyoming for Guardians Ad Litem, and specifically referenced the clause regarding suitable office space.

The topic under old business “Additional Funding Request for Riverton Airport” was postponed until later in the month.


Additional Commissioner meeting reports were given.


A work session on a salary survey was held to discuss the Standard Occupational Classifications (SOCs) sent in by the various departments for their employees and talk about the next step in the process.  Commissioner Thomas left mid-session.  Present was County Clerk Julie Freese and Financial Assistant Joe Felix.  A power point presentation was reviewed of the various departmental SOCs. Present in the audience was Assessor Tara Berg, Coroner Mark Stratmoen, Sheriff Ryan Lee, Administrative Assistant Karla Davis, Transportation Superintendent Billy Meeks, Juvenile Treatment Courts Director Melinda Cox, County Treasurer Tom Majdic, Deputy Treasurer Jim Anderson, Clerk of District Court Kristi Green, Vehicle Maintenance Supervisors Brad Meredith and Kam Larsen, Extension Educator Chance Marshall, Extension Administrative Secretary Kim Collins, Public Health Nurse Supervisor Kathleen Laidlaw.


There being no further business, Larry Allen moved, Jennifer McCarty seconded, to adjourn the meeting at 3:00 p.m.  And reconvene for a Regular Meeting on March 12, 2019.  Motion carried unanimously.
