The Board of Fremont County Commissioners met in Regular Session at 9:00 a.m. with the following members present:  Chairman Travis Becker, Vice-Chairman Larry Allen, Jennifer McCarty and Clarence Thomas.  Commission Michael Jones was absent due to personal reasons.  Fremont County Clerk Julie A. Freese was present for the meeting.


Jennifer McCarty moved, Clarence Thomas seconded, to approve the agenda as amended.  Motion carried unanimously.


Jennifer McCarty moved, Larry Allen seconded, to approve the minutes of the Regular Meeting held on March 12, 2019.  Motion carried unanimously.


Larry Allen moved, Clarence Thomas seconded, to accept the bills for payment, with the exception of the voucher to City of Riverton, pending the public hearing for budget transfers scheduled later in the meeting.  Motion carried unanimously.

Jennifer McCarty moved, Clarence Thomas seconded, to accept a voucher from Wyoming Behavioral Institute in the amount of $2,262 for a Title 25 patient.  Motion carried unanimously.


The following items in the Signature File were acknowledged:  1) BigIron Auctions Online Auction Listing and Marketing Agreement (taken under advisement); 2) Abatement Summary cover page; 3) Board of Equalization Order Staying Appeal in the Matter of the Appeal of ConocoPhillips Company/Burlington Resources Oil & Gas (forwarded to the April 2, 2019 meeting); 4) Capital Revolving Fund Asset Information for Motor Grader; and 5) Record of Proceedings.  Larry Allen moved, Clarence Thomas seconded, to ratify the FEMA Public Assistance Management Costs Interim Policy election to receive management costs for events declared between August 1, 2017 and October 4, 2018.  Motion carried unanimously.  Larry Allen moved, Jennifer McCarty seconded, to approve an Application/Permit to Construct Access Driveway for Martha Blankenship for Big Meadow Road.  Motion carried unanimously.  Larry Allen moved, Jennifer McCarty seconded, to approve Wyoming Department of Transportation’s right-of-way documents related to Riverton Streets (Highway 26/Main Street – Hill Street).  Motion carried unanimously.


The following item in the Priority Mail was reviewed:  Letter of resignation from Dustin Taylor from the Fremont County Fair Board.  Clarence Thomas moved, Jennifer McCarty seconded, to accept the resignation from Dustin Taylor, effective March 14, 2019.  Motion carried unanimously.  Chairman Becker stated he felt there were some issues that needed looked into.


There was nobody present for the Public Comment period.


Sheriff Ryan Lee reviewed the Commissioners’ recent approval to fill a vacant Warrants Clerk position.  He stated the successful applicant is already employed as a Civilian Control Clerk with a current salary slightly higher than the entry level amount approved by the Commission.  Larry Allen moved, Jennifer McCarty seconded, to approve the additional amount to adjust the beginning salary from $35,400 to $35,496.  Motion carried unanimously.  As a result, Sheriff Lee requested permission to advertise the Civilian Control Clerk position at the beginning salary of $28,500.  Clarence Thomas moved, Larry Allen seconded, to approve the request to refill the vacant position.  Motion carried unanimously.


Commissioner meeting reports were given:


A Public Hearing was held at 9:25 a.m., as advertised, regarding Budget Transfers within Fremont County’s FY 2018-2019 budget.  Present was County Clerk Julie Freese and Financial Assistant Joe Felix.  Larry Allen moved, Jennifer McCarty seconded, to approve Resolution No. 2019-05 “Budget Amendment No. 5.”  Motion carried unanimously.  Larry Allen moved, Jennifer McCarty seconded, to approve a voucher in the amout of $66,000 as payment from the General Fund to the City of Riverton for the Airport Revenue Guarantee.  Motion carried unanimously.  Commissioner Thomas stated this must be a onetime only payment as it is in addition to the yearly contribution made by the County.  Vice-Chairman Allen stated he would request monthly budget updates on the airport revenue status.


HDR Engineer Kyle Lehto informed the Commission that the contractor for the FEMA Funded Repair Project – Road Shoulder Repairs on Red Canyon Road, had requested an adjustment to begin April 15th with a final completion date of June 17th, which is a one month delay necessary due to road conditions.  Lehto further stated this will not cause any additional cost to the project.  Jennifer McCarty moved, Clarence Thomas seconded, to issue a Notice to Proceed to 71 Construction to commence April 15, 2019 with Final Completion on June 17, 2019.  Motion carried unanimously.


Kyle Lehto reviewed two Amendment to Agreement for Engineering Services:  1) FEMA Funded Repairs (Rip Rap repairs on South Fork Bridge and Red Canyon Road) totaling an additional $16,200; and 2) Peterson Road Structure Replacement Project for an additional $17,220.


Transportation Department Administrative Secretary Jill Johnson was present to represent Transportation Superintendent Billy Meeks who was attending the pre-bid hearing for the Moneta-Lysite Road Shoulder Improvement Project.  Jennifer McCarty moved, Clarence Thomas seconded, to adjourn into Executive Session with Jill Johnson for personnel.  Motion carried unanimously.  Larry Allen moved, Jennifer McCarty seconded, to return to Regular Session.  Motion carried unanimously.  Jennifer McCarty moved, Larry Allen seconded, to approve the recommendation for two new hires for Operator positions in the Riverton area at a beginning salary of $38,000, pending required drug testing.  Motion carried unanimously.


Larry Allen moved, Clarence Thomas seconded, to adjourn into Executive Session regarding personnel.  Present was Deputy County Clerk Margy Irvine.  Larry Allen moved, Clarence Thomas seconded, to return to Regular Session.  Motion carried unanimously.


County Clerk Julie Freese and Deputy Margy Irvine reviewed additional costs to the Election budget.


County Clerk Julie Freese then reviewed the issues they are having with keeping up with grant monitoring.  She stated Financial Assistant Joe Felix has taken grant classes and she would like to give him the authority as grant monitor, in addition to his regular duties.


The vacancy on the Fremont County Fair Board was discussed as related to advertising the vacancy or offering it to the alternate who had already interviewed in December.  Larry Allen moved, Clarence Thomas seconded, to offer the board position to Terri Long-Cash.  Motion carried unanimously.


Vice-Chairman Larry Allen stated two surplus vehicles could be moved to the pool vehicle fleet (Ford Taurus and GMC Suburban), and then take a high mileage Ford Avenger from the fleet and put into surplus.  This would then bring the pool vehicle fleet number back to four and offer a wider array of vehicle choices.  The Board was in agreement with the plan and he will determine if there is a lease payment required through the Capital Revolving Fund and build it into the upcoming Commission budget accordingly.


Chairman Travis Becker met with the BLM acting director last week and specifically discussed requirements from them that are increasing the costs for the Moneta-Lysite Road Improvement Project.  He expects ongoing discussion.


County Clerk Julie Freese stated the Department of Family Services announced the continuation of funding through the Temporary Assistance for Needy Families Community Partnership Initiative for FFY 2020.  Last year the recipient was Big Brothers Big Sisters of Northwest Wyoming.  The Commissioners agreed to again sponsor the grant.


There being no further business, Larry Allen moved, Jennifer McCarty seconded, to adjourn the meeting at 11:30 a.m.  and reconvene for a Regular Meeting on April 2, 2019.  Motion carried unanimously.
