The Board of Fremont County Commissioners met in Regular Session at 9:00 a.m. with the following members present: Douglas L. Thompson, Vice-Chairman Pat Hickerson and Dennis Heckart.  Commissioner Jane Adamson and Commissioner Keja Whiteman was absent for personal and professional reasons, respectively.  Also present was Deputy County Clerk and Clerk of the Board Margy Irvine.

Pat Hickerson moved, Dennis Heckart seconded, to approve the Agenda.  Motion carried unanimously.

Pat Hickerson moved, Dennis Heckart seconded, to approve the minutes of the Regular Meeting held December 4, 2007.  Motion carried unanimously.

Dennis Heckart moved, Pat Hickerson seconded, to accept Voucher No. 121107L in the amount of $11,192.14 to Lander Valley Medical Center and Voucher No. 121107F in the amount of $3,814.50 for Title 25 patients.  Motion carried unanimously.

Pat Hickerson moved, Dennis Heckart seconded, to accept the bills for payment, with the exception of Voucher No. 24914-012 to Rice-Kilroy Construction in the amount of $690,106.66 and Voucher No. 24179 to Sky Aviation Corporation in the amount of $32,354.00.  Motion carried unanimously.  Later in the meeting after the Public Hearing for budget transfers, Pat Hickerson moved, Dennis Heckart seconded, to accept Voucher No. 24914-012 and No. 24179 for payment.  Motion carried unanimously.

The following items in the Signature File were acknowledged:  1) thank you card to HKM Engineering for food gift box; 2) First Interstate Bank credit card certificate; 3) Official Bond and Oath for Pat Hickerson; and 4) record of proceedings.  An Application/Permit to Construct Access Driveway submitted by Rob Olson for Gabes Road was reviewed.  Pat Hickerson moved, Dennis Heckart seconded, to approve the Application as submitted.  Motion carried unanimously.

The Commission had earlier sent a letter to Indigo Blue Enterprises, as owners of A & T Mobile Home Park, regarding whether they would be interested in making an offer on a 3,275 square foot piece of property located entirely within the Mobile Home Park as the land, known as Parcel D, is still deeded to Fremont County Government.  Dennis Heckart moved, Pat Hickerson seconded, to accept Indigo Blue Enterprises offer of $100.00.  Motion carried unanimously.  The Board noted the parcel is landlocked by the mobile home park and is without water, sewer or other amenities and would only benefit the mobile home park.   

A Local Government Liability Official Ballot was reviewed for one county commissioner position and one at-large position.  Pat Hickerson moved, Dennis Heckart seconded, to vote for Jane Adamson and Bryon Wilczewski, respectively.  Motion carried unanimously.

An Office of Homeland Security 2008 Pre-Disaster Mitigation Program grant availability notice was reviewed.  The funds are to be used for mitigation planning and projects and the Board stated Fremont County already has a plan in place so would not apply for additional funding, based on an earlier recommendation by the Emergency Management Coordinator.

An annual membership invoice for the Wyoming Conservation Alliance was reviewed.  The WCA assists members by keeping them informed of regulatory issues.  Pat Hickerson moved, Dennis Heckart seconded, to approve a Level 2 membership of $1,000, as budgeted.  Motion carried unanimously.

Bill Skelton, Senior Foreman for Devon Energy Corporation, presented a summary of the Riverton Dome Environmental Impact Statement.  County Treasurer Scott Harnsberger and Assessor Eileen Oakley were present in the audience.  The project area consists of 13,804 acres of which approximately 12,656 acres of surface and minerals belong to the Eastern Shoshone and Northern Arapahoe Tribes and approximately 1,148 acres of surface and minerals are privately owned.  There are currently 54 producing oil and gas wells in the project area.  There will be no county roads affected by the Riverton Dome project.  One public hearing has been held at St. Stephen’s and the comment period ends on January 2, 2008.  An Environmental Assessment has been done in Beaver Creek with five wells being drilled this winter.  There will be some county roads impacted by this project.    Chairman Thompson requested the County be involved in the EA and later in an EIS if needed and Skelton stated preliminary meetings have already taken place with the County Transportation Department employees.  Devon is in the process of building a new office building and plans to occupy it by next summer.  The Board expressed appreciation to Devon for the update.

Commissioner Hickerson reported on a Fremont County Solid Waste Disposal District meeting he attended.

Commissioner Thompson attended the Fremont County Recreation Commission meeting in Pavillion.  He reviewed comments that were submitted by various departments regarding the Policy Committee’s proposed changes regarding the Policy Manual.  He requested the Policy Committee have an opportunity to review the comments prior to submission to the Commission for final adoption.

Doug Thompson relayed concerns regarding a Work in Lieu of Payment Agreement between the Forest Service and Fremont County as it relates to the Fremont County Youth Camp.   He will report back with more information at a later date.  Chairman Thompson will visit with Forest Service District Ranger Ruth Esperance and schedule a meeting in January to discuss Forest Service issues.  The County will participate in the U.S. Census Bureau’s Local Update of Census Addresses (LUCA) program and County Clerk Julie Freese and Deputy Margy Irvine are working on plans for the project implementation.
