RE: Multi-purpose vehicle law (Four Weelers, All Terrain Vehicles, etc.)

Beginning January 1, 2008 all vehicles designed to travel on at least four wheels, has an unladen weight of at least 300 pounds, but less than 3,000 pounds, has a permanent upright seat or saddle for the driver which is mounted at least 24 inches from the ground MAY be registered as a multipurpose vehicle. Owners that wish to register vehicles with a body code of “ATV”, “ORV”, or “4MC” must make application to the Fremont County Clerk for a new title to change the body code to “MPV” prior to registration beginning January 1, 2008.

The new law prohibits the Fremont County Treasurer from registering any “ATV”, “ORV”, or “4MC”. Do not attempt to automatically renew these vehicle types as your application will be denied.

Please present a completed Wyoming Equipment Certification for Multipurpose Vehicle form and your title to the Fremont County Clerk prior to beginning the registration process with the County Treasurer. The Clerk will charge a fee of $9.00 to issue the new title. Once the Clerk has issued a new “MPV” title the Treasurer will then issue a new registration along with a new “MPV” plate.

Motor Vehicle Registration

When is my registration due?
Your vehicle registration expires on the last day of the registration month. Please allow five to six working days if renewing through the mail.

How are motor vehicle registration fees calculated?
The county fee of your registration is an ad valorem tax based upon the value of the vehicle. The County Fee is calculated using the following formula:

Factory Cost x Year of Service Rate x .03 (tax rate) = County Fee

The year the vehicle was placed into service determines the Year of Service Rate:

1st Year: 60%
2nd Year: 50%
3rd Year: 40%
4th Year: 30%
5th Year: 20%
6th Year and more: 15%

In other words, a new vehicle is assessed at a rate of 60% and a vehicle 6 years or older is assessed at a rate of 15%. For example: A vehicle that is in its 3rd year of service having a factory cost of $30,000 will compute to a county fee of:

$30,000 x .40 x .03 = $360.00

The State Fee depends on the vehicle type:

Passenger: $15.00
Trucks and Trailers: $2.00 to $60.00 depending on the weight (please Contact Us for this information)
Motorcycle: $12.00
Commercial: $80.00 – $140.00, depending on the weight (please Contact Us for this information)

What portion of the fee is tax deductible?

The County fee (the tax) is allowed as an itemized deduction on your federal personal income tax return.

What do I need to provide to get my vehicle registered?
For New Registrations:
  • A copy of your Wyoming title, or the title number
  • A copy of the dealer invoice, if the car was purchased from a dealer
  • Proof of liability insurance
  • A copy of you current IRS Form 2290 if registering a commercial vehicle weighing over 55,000 pounds
  • If the vehicle is leased you will need a Wyoming sales tax statement of a copy of the lease agreement specifying:
    Year
    Make
    Vehicle Identification number
    Sales tax license number
    Percentage of sales tax being collected
  • For Renewals:
  • Registration renewal card, or previous registration. If you registration is on the Fremont County’s system your name and the plate number will suffice
  • Proof of liability insurance
  • A copy of your current IRS Form 2290 if registering a commercial vehicle weighing over 55,000 pounds
  • To Register a Trailer You Will Need:
  • Weight Certificate
  • Wyoming title if the trailer weighs over 1,000 pounds

    When are my property taxes due?

    Fifty percent of the tax is payable on or before November 10th of the current year. The remaining 50% is payable on or before May 10th of the following year. Any taxes not paid on the payable date are delinquent the day after that date and are subject to a penalty assessed at a rate of 18% per annum. Penalty on the first half is forgiven if the taxpayer elects to pay the entire amount of tax due prior to December 31st of the current tax year.

    What is a mill levy?

    A mill is one one-thousandth of a dollar. Therefore there is $1 of tax for every dollar of assessed value. Various entities are legally entitled to charge mills against properties in their districts subject to the limits provided by Wyoming law. The mill levy varies from tax district to tax district depending on the taxing entities included in your district. The Fremont County Treasurer maintains a table showing the make-up of the all tax districts within Fremont County for tax year 2008. In addition, we also maintain a list of Assessed Values by Tax District, downloadable for your convenience.
