Frequently Asked Questions

What are VIN Inspections?  Why do I need one?

  • The inspection involves physically verifying the vehicle identification number on the vehicle and noting it on a form.  VIN inspections are required on all vehicle transactions, except for new purchases and Wyoming title transfers.

  • VIN inspections are required by state law.  The inspection verifies that the vehicle you purchased belongs to the documents given to you.  If your title has an incorrect VIN you will have trouble selling the vehicle or in proving you are the rightful owner.

Who has to sign and notarize the previous title?

  • For a title issued in Wyoming, all those whose names appear on the face of the title must sign off on the transfer.  All signatures must be notarized no matter how they are linked (ie, and, or, and/or)

  • There are different laws for each 50 states.  For this reason, please call the Clerk's Office for the requirements of the state issuing the previous title.


Wyoming Title To Wyoming Title
Bring the following documents to the County Clerk's Office for a vehicle title:

Previous Wyoming Title:

  • Title must be signed by all owners shown on the title face.  Have signatures notarized.

  • Any liens showing on the front of the title must be released.  You will need to bring a Termination Statement (Lien Release) with you.

  • The chain of ownership must be shown.  If purchased throug a dealer, you must also have a Dealer Reassignment to the new owner properly completed.

Odometer Disclosure Statement (for vehicles 10 years old or newer)

  • Statement must be properly completed and signed by buyer and seller.

  • Statement may be a separate document or may be a part of the title, but wording must conform to federal requirements.

Security Agreement (Loan on the Vehicle)

  • Must have an original or copy with names and addresses.  Must also include the year, make and serial number of all titled vehicles and the loan amount due.

Fees

  • Title $9.00; Loan Filing $10.00; Loan Release (with a file date prior to 7/1/93) $5.00

You will be required to pay sales tax to the County Treasurer's Office before the title is released to you.  If you owe money on your vehicle, the title will be forwarded to the lending institution after sales tax is paid.  After the 50 days, you will be assessed a penalty.  There may be a situation where you do not owe sales tax, however , all customers must confer with the Treasurer's Office on this matter before we can release the title.


Non-Wyoming Title To Wyoming Title
Bring the following documents to the County Clerk's Office for a vehicle title:

Previous Out-Of-State Title

  • Properly signed by owners shown on the title and notarized, if required, by issuing state's laws.

  • Any liens showing on the front of the title must be released by the lender before a new title can be issued.  If the lien has not been released, you will need to bring a Termination Statement (Lien Release) with you.

  • The chain of ownership must be shown.  If purchased through a dealer, you must also have a Dealer Reassignment to the new owner, properly completed as required by the laws of the state purchased.  Some transactions will require a notarized Bill of Sale to maintain the ownership chain.

Odometer Statement (for vehicles 10 years old and newer)

  • Statement must be properly completed and signed by buyer and seller.

  • Statement may be a separate document or may be a part of the title, but wording must conform to federal requirements.

Vehicle Identification Number (VIN) Verification

  • Performed by any Wyoming Law Officer.  (If necessary, an out of state law officer may perform the inspection as long as the form is notarized.) Bring the receipt with you or the fee will be collected by the Clerk's Office.

Fees

  • Title $9.00; VIN Inspection $5.00; Loan Filing $10.00

You will be required to pay sales tax (or provide proof sales tax has been paid) to the County Treasurer's Office before the title is released to you or to your lending institution.


Forms and Explanations

Purchaser's Application:  New owners will need to sign this application and have their signature notarized.  This application should be attached to the title they are transferring. Click To Download Form

Duplicate Application:  If a Fremont County title has been lost, all owners must fill out and sign this application and have their signature notarized.  A non-refundable fee of $9.00 is required to accompany the application.  A duplicate title will be issued 11 days from the notary date as per Wyoming Statute. Warranty and Notarization Statement:  In some cases, several owners need to sign over their interest in a vehicle and this can be expedited by filling in the  title information and sending this form to owners to have them sign over their interest in that vehicle as long as it is notarized. Vehicle Identification Number (VIN) Form:  Any vehicle that enters the State of Wyoming which has an out of state title must have a VIN inspection by any law enforcement officer prior to obtaining a Wyoming title.  Law enforcement usually have these forms in their possession.  This form may also be used in lieu of the Purchaser's Application. Out of State Vehicle Identification Number (VIN) Form:  In some instances, the County Clerk will allow an out of state VIN inspection form in lieu of the in-state VIN inspections form.  This form is to be filled out, signed by a law enforcement officer and their signature notarized. Affidavit of Facts Form:  In the event an error is made when a title is being transferred, this form may be used to rectify that error. Click To Download Form

Odometer Form:  Any vehicle which is 10 years old or newer, must have a declaration of its mileage.  If there is no place on your title for that information, please use this form and attach it to your title.  Please note, BOTH the buyer and seller must fill out their portions of this form.
