The Board of Fremont County Commissioners met in Regular Session at 9:00 a.m. with the following members present: Vice-Chairman Larry Allen, Clarence Thomas, Jennifer McCarty and Michael Jones. Chairman Travis Becker was absent for personal reasons. Fremont County Clerk Julie A. Freese was present for the meeting.
Jennifer McCarty moved, Clarence Thomas seconded, to approve the agenda as amended. Motion carried unanimously.
Jennifer McCarty moved, Clarence Thomas seconded, to approve the minutes of the Regular Meeting held June 25, 2019, as amended. Motion carried unanimously.
Jennifer McCarty moved, Mike Jones seconded, to accept the bills for payment, with the exception of a voucher to TSI in the amount of $17,917.58 for a purchase from the Public Health Department. Motion carried unanimously.

The following items in the Signature File were reviewed: 1) Tyler Industries contract (taken under advisement); 2) Sympathy card; and 3) Record of Proceedings. Mike Jones moved, Jennifer McCarty seconded, to approve Resolution No. 2019-11 “Appropriation Resolution”. Motion carried unanimously. Mike Jones moved, Jennifer McCarty seconded, to approve an Agreement among Wyoming Department of Health, Public Health Division, Fremont County WIC program and Fremont County. Motion carried unanimously. Mike Jones moved, Jennifer McCarty seconded, to approve a Contract between Wyoming Department of Health, Public Health Division and Fremont County. Motion carried unanimously.
The following items in the Priority Mail were reviewed: Fremont County Bank of the West Credit Card Application for Carla Thomas. Clarence Thomas moved, Jennifer McCarty seconded, to approve the Application with a credit limit of $1,000. Motion carried unanimously.
Acting BLM Lander Field Manager Jason West was present for ongoing communication with the Commission.
District Court Administrative Secretary Annette Bregar updated the Commission on the need to purchase a new amplifier for the Auxiliary Courtroom. Building Maintenance Supervisor J.R. Oakley, present in the audience, reviewed three solutions. Oakley will keep the Board apprised of the status of the amplifier. In closing, Bregar reminded the Board of Judge Young’s retirement reception later in the afternoon at the Museum of the American West Livery Stable. Judge Conder will be sworn in on July 8th and the robing ceremony scheduled for later in August.
Emergency Management Coordinator Kathi Metzler was presented a plaque in recognition of 30 years of service.
Vehicle Maintenance Supervisor Brad Meredith and Transportation Superintendent Billy Meeks provided updates on two motor graders. MG-106, stationed in Riverton, has a history of bad oil samples, and they recommended it be used as the trade in on a new machine, approved for purchase through the Capital Revolving Fund. Mike Jones moved, Jennifer McCarty seconded, to authorize the trade in of MG-106 with a value of $42,017.68 towards a new purchase from Wyoming Machinery Company. Motion carried unanimously. MG-119, stationed in Lander, when last sampled, indicated high iron and metal in the differential. A Wyoming Machinery Company estimate totals $23,703.30 to remove and install differential and parts only. These costs will be funded through the Capital Revolving Fund Emergency Repair Line item. Discussion on rental options with Wyoming Machinery Company was held. The Company’s recommendation is to take a machine and run it until the new one arrives. Then they look at total hours of usage at the point of return and bill for whatever is the cheapest option based on how much it was used. Jennifer McCarty moved, Mike Jones seconded, to approve entering into a rental agreement with Wyoming Machinery Company for a motor grader for July, August and September. Motion carried unanimously. County Clerk Julie Freese and Financial Assistant Joe Felix will work on the appropriate line item to fund the rental cost (Capital Revolving Fund a possibility).
In another matter, Vice-Chairman Allen asked Transportation Superintendent Billy Meeks to request all the engineering firms working on Fremont County projects come to an upcoming meeting to provide updates.
Commissioner Clarence Thomas was absent from the remainder of the meeting.
Fremont County Library Director Janette McMahon requested authorization to hold a public hearing for Library Unanticipated Revenues. Jennifer McCarty moved, Mike Jones seconded, to authorize the Library Board’s request to amend their FY 2019-20 budget. Motion carried unanimously.
Commissioner meeting reports were given:
Commissioner Jennifer McCarty stated the letter from the Commission to the Governor and WYDOT Director regarding WRTA funding was successful and funding has resumed.
Commissioner Mike Jones attended the Sinks Canyon State Park Master Plan meeting. Planning Department Supervisor Steve Baumann joined the meeting at this time and discussed HB 54 which will provide $50,000 per County to either update or develop a Land Use Plan. The County is interested in updating their 2004 plan.
Vice-Chairman Larry Allen met with County Fire Warden Craig Haslam regarding the Wildfire Protection Plan. Fire season is upon us with an abundance of cheat grass. Several meeting have been scheduled next week with Sage West and AMR representatives. Discussion is still needed on a transportation vehicle for Title 25 patients.
There being no further business, Jennifer McCarty moved, Mike Jones seconded, to adjourn the meeting at 10:15 a.m. and reconvene for a Regular Meeting on July 9, 2019. Motion carried unanimously.
